In the future, funding for prisons will not be as available as it has been in the past. As a result, the adoption of community sanctions and probation as an alternative rehabilitation system will become more common. Offenders will be affected the most due to the rehabilitation gap they will experience. They will, therefore, lack primary rehabilitation benefits such as education and substance use. The remaining general population will face their own share of extended exposure to violence, insecurity, and negative social influence.
